Mgr. Ctibor Košťál

Ctibor Košťál graduated from Comenius University with a master's degree in psychology and political science. From 2010 to 2012, he studied in the Executive Master Programme at the Hertie School of Governance in Berlin, specialising in the management of public administration.

After studying psychology, he worked for two years as a psychologist and then spent two years at the Ministry of Labour, Social Affairs and Family of the Slovak Republic as a state counsellor. From 2007 to 2018, he was an analyst at the Slovak Governance Institute (SGI), covering areas of transparency, integrity, public administration, education reform and social inclusion. At the same time, he co-founded and managed the Odkazprestarostu.sk (“message for the mayor”) local government portal.

From 2008 to 2017, he was the SGI director. In 2018, before joining Bratislava City Hall, he was one of the five members in the Civil Service Council and took part in things such as the preparation of a new code of ethics for civil servants.

Ctibor has a long-standing interest in the functioning of institutions, ethics and integrity in public administration, and data- and evidence-based policymaking. For two years he worked as a member of the Platform for Bratislava team on the Bratislava Plan strategic document, where he led the City Governance expert group and was one of the plan’s editors. He is now responsible for the management of Bratislava City Hall, and he organises its activities and is responsible for its operations. He also coordinates the preparation of concepts and programmes for the development of the city and ensures the professional and factual aspects of materials submitted to the city’s committees, the city council and the city board.
